Armenia, Kazakhstan and Kyrgyzstan are Eurasian Economic Union members and apply its Common Customs Tariff together with the TR CU technical regulations, which govern labelling and conformity as well as duty. Uzbekistan, Tajikistan, Turkmenistan, Azerbaijan and Georgia are not members and apply national tariffs. That distinction is the first question on this lane, because a TR CU declaration is not transferable to a non-member and a non-member's certificate does not clear a member's border.
