Duty and what governs it
The six member states apply the GCC Unified Customs Tariff, so duty is generally consistent across the bloc and goods cleared into one member can move within it. Saudi Arabia additionally operates SABER, its electronic conformity platform, and a shipment without a valid product certificate and shipment certificate does not clear — this is a system requirement, not a paperwork formality. Arabic labelling is mandatory across the bloc rather than preferred.
How the goods move
Overland by bonded truck to Saudi Arabia, Oman and the northern emirates; short sea to Kuwait, Bahrain and Qatar. Loading from Jebel Ali or Sharjah, or direct ex-warehouse in Deira.
